Salutes signal that you respect the person you are saluting to. Even though I can only imagine what she is going through, I know it takes a lot of strength to get through it. I give respect to strength in harsh times.

And civilians can be saluted, nothing wrong with that. In fact, that's probably the first salute I've given in years.
